Recognizing that the original mission of addressing energy poverty, i.e., deploying solar power, was insufficient to promote deep, sustainable change, the IEEE Smart Village team adopted a multifaceted approach.

Smart villages must be data-driven and cloud-powered. District collectors – the Indian Administrative Service officers in charge – should consider re-skilling block development officers (implementers of rural schemes) in basic data collection and analysis so that they monitor education, healthcare, agriculture, and financial inclusion metrics. Smart Villages Digital Toolbox is a digital tool that helps resolving local challenges by empowering communities in development and decision processes. The tool can be used by either individuals, community leaders or other local authorities.
